To ensure food safety is the ardent expectation of the people, and it is also a hot spot for all walks of life. It is also an important responsibility of governments at all levels. Food is the most basic and important food, and it is also an important basic issue in production and processing. Therefore, food security is the source and basis of the entire food safety, and ensuring food quality and safety is very important. We all know that national food security requires both quantity and safety, and the Party Central Committee and the State Council have always attached great importance to the issue of food security and adopted a series of strong policies and measures to ensure the safety of grain in China. Quality and Safety. With 9% of the world’s arable land, we miraculously supported 20% of the world’s population, and we let all people eat more and more nutritious and safer.

At present, China's overall grain quality is safe. In recent years, the state has conscientiously implemented the unified arrangements of the Party Central Committee and the State Council on strengthening food safety, actively fulfilled the duties of departments and industries, and ensured the quality and safety of grain and oil as the top priority in ensuring the improvement of people’s livelihood and ensuring food security. implement.

First, we have formulated and improved a food quality and safety supervision system. At present, we have formulated and implemented 11 rules and regulations concerning food quality and safety management, including the implementation of food quality supervision and implementation measures, and provided regulations for the regulation of grain business operations and the supervision of grain quality according to law. System protection.

Second, establish and improve the grain and oil quality standards system. The 184 items of grain and oil management standards under the centralized management of the State Grain Administration have formed an international standard grain and oil standard system.

Third, we will continue to promote the construction of a food quality inspection and inspection system. There are 829 quality inspection and inspection agencies in provinces, counties, counties, and counties. There are 266 regional center agencies listed by the State Food Bureau and nearly 20,000 grain and oil quality inspectors who have obtained national vocational qualifications. It has played an increasingly important role in maintaining our food quality and safety.

Fourth, persist in the inspection of harvesting food security. We organized food quality surveys and quality inspections. In the “Eleventh Five-Year Plan” period, a total of 160,000 samples of newly harvested food were collected and monitored, nearly 1.5 million research data were obtained, and the situation of harvesting food was known in a timely manner.

Fifth, actively help farmers to conduct scientific grain storage. Since 2007, we have started the procedures for farmers to store grain scientifically to help farmers scientifically store grain and avoid causing post-harvest food deterioration, pollution, and losses. At present, we are already in 25 provinces, reducing losses for farmers and increasing their income each year.

Sixth, ensure that the quality of food stocks is well-stocked and safe. Supervise grain storage enterprises to actively promote new technologies such as mechanical ventilation and grain storage, standardize the use of stored grain pharmaceuticals, and establish a quality file for food. Through our nationwide inventory of grain inventories, it shows that the national inventory of grain quality is 97.3%, and the major health and safety indicators pass rate is 96.9%.

Seventh, actively implement food circulation supervision and inspection and administrative law enforcement. Provinces, cities and counties have set up food circulation supervision and inspection agencies and set up 1,380 food enforcement teams. Through routine inspections, timely detection of existing food quality and safety hazards, timely inspection, storage and supervision of foods that do not meet hygiene standards, centralized procurement, fixed sales, mandatory inspections, etc., to prevent pollution of the grain flow into the grain market .

Eighth, actively promote urban and rural secure grain and oil projects. We have developed a large number of reliable grain and oil products, comprehensively promoted the activities of securing grain and oil into the rural areas and entering the community, and spawned a large number of staple food kitchens. The assured grain and oil products in urban and rural areas have reached 200,000 and have been welcomed by everyone.

Of course, we are also faced with some new problems and challenges. We must further integrate the ideological understanding and practical actions into the decision-making and deployment of the Central Government, and further strengthen the construction of food quality supervision teams and technical teams in accordance with the overall arrangements of the State Council. With regard to the supervision methods, the law enforcement efforts shall be strengthened to achieve the goal of full coverage of food quality and safety monitoring and supervision of the goal of no blind spots.
