Anatomy of Health Industry: Facing Standards and Policies

With the development of the social economy and the aging of the population, people’s attention to health is increasing, and the health industry is also showing its huge market potential and investment potential.

The health industry's current production and service areas include pharmaceutical products, health products, nutritious foods, medical devices, leisure and fitness, health management, and health consultation. It is understood that the output value of the health industry in developed countries generally accounts for about 10% of GDP, and China's health industry is still in its infancy. How to promote the development of health industry? This round of the China Economic Times Round Table Forum invited the following guests to discuss together: Dr. Hu Linlin, Director of the Department of Decision-Making and Consultancy of the National School of Administration, Xu Donghua, Deputy Director of the Institute of Business and Economic Management of Peking University, and Han Xiaohong, President of Ciming Health Checkup Management Group Co., Ltd.

The development space is huge and the current situation is uneven

Reporter: As China's division and statistics of the health industry have not yet been unified, according to what you know, what is the current state of development of China's health industry?

Hu Linlin: Regarding the scale of the health industry, there is indeed no unified statistical caliber. According to calculations of household consumption expenditures in urban and rural households according to the "China Statistical Yearbook Summary," in 2009, the expenditure on health care expenditures for residents in China has reached more than 730 billion yuan, which does not include other aspects related to health included in food and services. Expenditure. This level of spending is still growing at an average annual rate of 15%. Therefore, the health industry has a vast market space and is an emerging sunrise industry. However, in the current development of the health industry, there are problems such as lack of safety and quality assurance, false publicity, and low prices, which are mainly caused by non-standard industry standards and inadequate management and supervision.

Xu Donghua: China’s health industry has developed rapidly in recent years. With the improvement of people’s living standards, health awareness has increased, and more emphasis has been placed on health. It also has the ability to purchase health products, coupled with the rapid development of the international health industry. The health industry has seen an international trend. Taking health care products as an example, the annual sales have reached more than 200 billion yuan each year.

It now appears that although the output value of China's health industry accounts for a relatively low proportion of the total GDP of developed countries, the growth rate of China's health industry is faster than that of developed countries, and the annual growth rate is about 20%. Of course, the development gap between the health industry in urban and rural areas, developed regions, and underdeveloped regions is relatively large. It has developed relatively rapidly in cities and developed regions, and has developed relatively slowly in townships and underdeveloped regions.

At present, China's health industry has not been included in the National Development and Reform Commission's industrial restructuring catalog. Therefore, the current health industry's development data does not have the national unified statistical standards. This is also a deficiency in the development of China's health industry, tracking, judging and regulating the health industry. It is more difficult to carry out.

Han Xiaohong: The demand for the health industry from the market is very large, and the demand gradually progresses. From the initial treatment of medicines to health care and leisure fitness for the purpose of preventing diseases and keeping health. Even if there are differences in the data of various agencies, it is certain that the current health industry development in China is very different from that of developed countries.

The health industry has no targeted standards, and each company's knowledge of the health industry is different and its quality is uneven. It turns out that some people in this industry in our industry take the health industry as a short-term project and take the path of “opening shop, earning money, closing stores”, but I think most companies are turning from the initial short-term, quick-money, quick-motivation mentality. Lasting development mentality.

In general, the development of China's health industry is not balanced. In the fields of medicine and medical devices, there is currently a clear set of management systems. In other areas, there is a lack of management regulations, and it is only necessary to register and record the business activities of the Bureau of Industry and Commerce.

Health industry is a newly emerging composite industry

Reporter: As health becomes more and more important to people, major achievements have been made in the medical, health, health, and life science fields, and it also provides technical support for the development of the health industry. What are the trends in the development of the health industry in the future? Which areas have more advantages?

Hu Linlin: In today's society, the development of science and technology is changing people's lives with each passing day. It also brings huge opportunities for the development of various emerging industries and the upgrading of traditional industries. Paul Pilzer believes that one of the reasons why the health industry will become the next dominant industry is to anticipate breakthroughs in biotechnology and cell biotechnology, which will greatly reduce the cost of health products and services, making them economically viable. Affordability. For China, the development of the health industry, in addition to researching advanced life sciences and technology, must also focus on tapping the important concepts and methods of traditional Chinese culture on health care. It has been used for a long time to form a health care industry with Chinese cultural characteristics. According to Paul Pierce's research and China's current situation, the future of nutraceuticals, special-functional cosmetics, TCM health, health management (including physical examination counseling), and fitness services are all advantages.

Xu Donghua: From the perspective of observing the development trend of the international health industry, the first is the increasing trend of the use of science and technology, including 3D, intelligent, portable and networked technologies that are used in product development, design, manufacturing and services. For example, massage chairs such as health care devices incorporate robot control technology. In some devices, 3D technology is also used in the manufacturing process. Some modular products incorporate anthropomorphic and intelligent technologies. Some health care products are easy to carry and operate. It is because of the integration of portable and networked technologies. Nowadays, the products of the health industry tend to be characterized by integrated manufacturing, high-intelligence manufacturing, high-end manufacturing, and green manufacturing. The use of these products is more convenient.

Of course, there are arguments that the health industry is called "emerging strategic industries." I think the health industry is a new industry, but it has not risen to the height of national strategy. The health industry is a newly emerging compound industry, because the development of the health industry must be constantly integrated with new cutting-edge technologies and new design concepts so that products can be replaced in a timely manner, new products can be introduced, new products can be produced, efficacy can be improved, and usage can be more convenient and meet the needs of consumers. .

As far as the health industry is concerned, health care products, nutritional foods, healthcare services and other fields will have more potential than pharmaceutical products. First of all, medical products are only suitable for people who need to be treated, but health care and other areas can make people avoid sickness, and they are "forward" and "front-end" consumption. Second, a pharmaceutical product is only aimed at a certain type of condition, and health products, nutritious foods, and health services will improve the overall health quality of consumers.

Lack of policy norms and guidance is the biggest obstacle to development

Reporter: Compared with other domestic industries, the majority of companies involved in the health industry are privately-owned enterprises, with relatively small assets and sales, product convergence, similar structures, and lack of innovation. What do you think are the obstacles to the development of the health industry?

Hu Linlin: Obstacles to the development of the health industry are mainly due to the lack of industry standards and corresponding access supervision. The safety and effectiveness of some products are difficult to test, reducing consumer confidence, and the product life cycle is short, making it difficult for companies to do business. Bigger and stronger. In addition, the systematic and authoritative sorting of Chinese traditional medicine and health preservation theory is not enough, and a set of corresponding standards has not been formed, which is also the reason for the similarity of products and the lack of innovation.

Xu Donghua: This phenomenon is relatively common in the health industry. China's health industry has not developed for a long time. At the beginning, there have been unjustified profits, false propaganda, and false misleading. Because there is no clear supervisory supervision department, no uniform standards, no strict enforcement team, and no relevant regulations, the threshold for the health industry is very low. Although some provinces, such as Guizhou, Shaanxi, Jilin and Heilongjiang, have enacted local rules and regulations, the national laws and regulations are still blank. In this way, many people see that doing a health industry can make a big profit and they follow suit to follow suit. This kind of blindly follow-up companies only pay attention to the immediate interests, and the technological content and management level are relatively low.

Han Xiaohong: Actually, I think that aging products and similarities are not problems. Now China's health industry companies are learning while adjusting. I think that the biggest problem in our industry is the lack of policy support from the country's macro level, and the government's emphasis on the health industry is also insufficient. As a newly emerging industry, the health industry needs government guidance from a forward-looking and open perspective. The current health industry in China is developed by enterprises themselves. This has led to a lot of people's interest-driven when they enter the industry. Therefore, they pay more attention to the immediate interests.

I think that in the early stage of the development of the health industry, enterprises should be allowed to compete fully and survive the fittest, but this free competition should be conducted on the platform set up by the government. Before the establishment of the normative management mechanism, the current market is a situation of “disruption”. Whoever advocates well and who can obtain the market will have problems such as false propaganda. If there is support from the national policy and a platform set up by the government, let the enterprises conduct orderly competition in a fair market environment, and the market will select the enterprise to survive and eliminate.

There are no trade barriers for imported products, but it is difficult to distinguish

Reporter: At the 6th China-Japan Health Food Information Exchange Conference held in September this year, Japanese experts said that Japanese health industry companies want to enter the Chinese mainland market, the threshold is very high, and is constrained by many factors, and the same products enter Hong Kong. , Taiwan and Southeast Asian markets are relatively easy. Not only the health products industry, but also the entire health industry in China, how do you cooperate with foreign countries?

Xu Donghua: As far as I know, there are no strict restrictions on the import of health products. In addition to some reasonable tariffs and procedures, there are no very strict trade barriers. As far as health products are concerned, in fact, many of China’s products are inexpensive, especially for some leading companies. Their quality is comparable to that of foreign products, and they can completely replace imported products, and they are 30% to 50 times lower than foreign products. %. So I don't think that foreign products can't come in, but they don't have a cost-effective competitive advantage when they come in.

There are many domestic health care companies that started to cooperate with foreign countries to produce products and gradually developed their own R&D products. Sino-foreign cooperation exhibits a phased nature. According to the market and the degree of cooperation decided by the technical power that they possess, our company's ability for independent innovation is constantly increasing.

The problem now is that the same companies and domestic enterprises can't afford it. For example, Amway has the right to direct sales in China. Even if many of our domestic companies have the right to direct sales, they will not dare to do so even if they are approved because the rigorous distinction between direct sales and MLM is still not very clear.

Han Xiaohong: As far as our business is concerned, we are also exposed to a lot of excellent products from abroad, but it is really difficult to cooperate with foreign countries and introduce new products. I think that the threshold is set high because it is difficult for the government to identify various types of health products abroad. Therefore, it is very cautious about imported technologies and products. In addition, the latest scientific research results at home and abroad are particularly large. Many companies with new technologies and new scientific research achievements want to cooperate with us. However, for new technologies and scientific research achievements, we are difficult to identify and choose.

Although our country has a set of standard processes for the import of health products, if you follow this set of procedures, it may take one year or two years to introduce new products. When you come in, new products are not new anymore. In addition, foreign companies and products that enter the Chinese market are particularly large, but our domestic lack of authoritative identification agencies, our domestic companies and consumers can not distinguish between pros and cons. Take health care products as an example. There will be some authoritative third-party agencies in foreign countries ranking health products every year, and consumers believe such institutions, while China lacks such institutions and trust.

Industrial development needs guidance, self-discipline, and innovation

Reporter: In today's booming health industry, what kind of "cold thinking" is needed for the development of the health industry?

Hu Linlin: First, the health industry must establish honesty and credibility, scientifically and objectively express the effectiveness of products to consumers, and only when consumption behaviors are based on rational choices of consumers can sustainable development be achieved. Second, the health industry should pay attention to the connotation of products and services, and constantly improve the product's cost-effectiveness so that it can become a product that is accepted and consumed by the general public. It cannot just take the highly sophisticated approach. The third is not only to develop the emerging health industry, but also to focus on the “healthy upgrade” of traditional industries. The traditional clothing, food, housing, and transportation are closely related to people’s health. They should combine life science and technology to improve their “health added value”. It is also the direction in which the policy should be encouraged and supported.

Xu Donghua: Any industry that has reached a stage of rapid development will attract many new entrants. The health industry now presents several characteristics. One is that the scale is too large, the second is disorderly competition, and the third is because the threshold is relatively low, coupled with the lack of supervision, management is not in place, there is no legal basis, making the industry fishy, false Promote and mislead consumers.

From the perspective of the government, we should consider the inclusion of the health industry in the national industrial catalog and guide the development of the health industry through industrial policies. If the industry develops too fast, there will be excess production capacity. It is necessary to guide people to correctly view the development of the health industry so that more people will blindly enter and create investment risks.

From the perspective of industry, in order to form self-discipline in the industry, there are certain regulations between entrepreneurs and industry associations. First, do not allow more people to blindly squeeze into the health industry industry. Second, promote the technology upgrading of products through the industry.

From the enterprise level, companies need to understand the market and understand the industry, know that enterprise development can not rely on simple imitation, blindly expand the scale, to understand the development trend at home and abroad, the domestic market demand, what advanced technologies can be used, the next step should have Targeted and differentiated product development.
